Certificate of Convenience and Necessity (CCN)

A Certificate of Convenience and Necessity (CCN) is a permit issued by the Public Utility Commission of Texas (PUCT) that authorizes a utility provider to serve customers within a defined geographic area. A CCN establishes the utility's service area and grants it the exclusive right and responsibility to provide utility service within that area.
